Members of NC-CDMA. Tasks:
- Grant (or refuse) recommendation for Project Proposals submitted by the Project Proponents
- Recommendation based on the evaluation by the Technical Team.
- When necessary, the recommendation also accommodates advice from the Expert Group as well as input from a Stakeholder Forum.
- Approve and deliver the results of document tracking, project monitoring and evaluation, as well as the annual report to the UNFCCC Secretariat
- Organise Internal Coordination Meeting and Decision-making Meeting
- Organise Stakeholder Forum meeting
- Accept input and recommendations from the head of relevant institutions on the appointment and replacement of Technical Team’s members as well as suggest the replacement of a Technical Team’s member to the relevant head of institution
- Make personnel decisions for the Secretariat
B. Membership:
- Consist of one chairman and nine members (echelon I) of government representatives from:
- Ministry of Environment
- Ministry of Energy and Mineral Resources
- Ministry of Forestry
- Ministry of Industry
- Ministry of Foreign Affairs
- Ministry of Home Affairs
- Ministry of Transportation
- Ministry of Agriculture
- National Development Planning Board
- Members of the National Commission is appointed based on suggestion from institutions represented in the National Commission, and initially will be legalized by Minister of Environment’s Decree.
- Member of the National Commission will be replaced if he/she:
- is suggested to be replaced by the institution he/she represented
- resigns
- violates “DNA Code of Conducts”
- deceased or disabled thus unable to perform her/his duties
C. Working mechanism:
- NC-CDM holds Internal Coordination Meeting at least four times annually with the following agenda:
- Listen to presentation by the Secretariat on the submitted proposed projects
- Select and invite Technical Team members based on the characteristics of proposed projects and/or the suggestion of Secretariat
- If necessary, assign Expert(s) based of the characteristics of proposed projects and/or the suggestion of Secretariat
- Accept progress report from and monitor performance of the Secretariat
- Internal Coordination Meeting is held a month prior to Decision-making Meeting
- NC-CDM holds Decision-making Meeting to grant (refuse) approval to proposed projects at least four times annually or every three months, with annual schedule decided at the beginning of the year. Initially, the schedule is decided by Steering Committee on the Establishment of DNA.
- Decision-making mechanism: NC-CDM makes decisions for every proposed projects based on consensus. If consensus cannot be achieved among Members of the Commission, voting will take place with the condition that the meeting is attended by at least by half Members of the Commission plus one and the decision is agreed by minimum half of the present members. If this condition is not fulfilled, then the proposed project is automatically rejected. Attendance of Members of the Commission may be substituted by his/her staff bringing a full authorisation letter.
- If necessary, the Board invites and chairs Stakeholder Forum Special Meeting based on the requirements for such meetings.
